The reporting period is the constraint. A scorecard built for a monthly or quarterly cycle is designed to be accurate on the reporting date, and it is. In the weeks between, a measure can be green while the initiative meant to move it has not been touched since the last review, and nothing in the model registers that.

When measures and the work behind them share one system, traceably linked rather than synced through connectors, the report stops being a periodic summary of what someone remembered to update and becomes a live view.
